FREMONT, Calif. Parking lots at Fremont BART Station could become 643 new homes under a plan that moved forward this week.
The BART Board voted 9 to 0 on October 22 to open exclusive negotiations with Pacific Development and Affirmed Housing for the first phase of development. Of the 643 homes, 176 would be affordable.
The plan also calls for a landscaped plaza near the station entrance, ground floor cafes and bike and pedestrian connections. Many units would face Tule Pond, a 17 acre wetland behind the station, and BART expects the site to house upwards of 1,500 residents.
Pacific Development partner Sean Murphy said he hopes to win approval in 2027 and start construction in 2028 . The selection is not a final approval, and design, financing and city approvals remain ahead.
Supporters say replacing a large surface lot with housing will support nearby retail and BART ridership. Fremont, a city of about 225,000, has never had a true urban downtown.
